Translating the whole game into Spanish is an enormous effort. I don't think there are enough Spanish players in the game to create a whole different community for them.

Idea is nice, but they won't spend months translating to release an update that benefits maybe 10 000 total players, when they can work on something better that will benefit all 15 000 000 players

Yeah, it is too much of an effort. I am a spanish speaker, so if I ever become a consultant I would help with this. For the time being, just translate things (if you do not know english) and talk with other spanish speakers about the game.

To get Spanish language, we firstly need Spanish-speaking Developers, Administrators and Moderators.

Since we don't have any of them at the moment, Spani language won't be added anytime soon.

The Spanish version of Tanki Online won't be implemented anytime soon for the reasons posted above.
