"Freeze" is already water-based (technically), so we don't need another gun. Besides, I don't see how water would harm a 50-ton steel machine with 5cm thick armour, but it's Tanki Physics, so you never know...

Water weights 1kg/liter so a massive amount of water shot at a tank could damage or flip it.

 

If Railgun or Shaft can flip a tank I'm certain in Tankiland a massive blast of water could do the same. :D

Again, this game defies many laws of physics. If this gun were to be added they would just say the "water gun" gets its water by absorbing moisture from the air.
