I like the idea, but here are the issues I see.

 

Firstly, will everyone within visual range of this mine be affected by it? If so, it defeats the point of even being able to see it.

 

Secondly, four seconds is far too long to impair someone's visual ability in a game such as Tanki.

 

Thirdly, will this white light only affect tankers within its radius while they are in its radius? Or will it affect Tankers in its radius, and then no matter where they are the affects will have to wear off? If it is the latter, then that would be fitting of a white light flash, whereas the first point would make more sense to be smoke, for which you could simply leave behind.

It's not Smoke, it's a flash, and you still have to wait 2-3 seconds, you can't just "Back Out" of the "Flash". :)

Why to add  a new Drug instead of changing the actual one? Mine is not so popular and a remote detonator or other of your ideas may increase its popularity.

The Flashbang is NOT a replacement, it is an addition.

The Flashbang is only meant for blinding tanks and possibly a small amount of damage, but the regular mine is better for blockades and such, because the normal mine deals a large amount of damage. Updating the regular mine would not be received well, because lots of players use it, maybe not as much at your rank, but us (low rankers) use it quite a bit. The Flashbang is not meant for that. ;)
