i cannot report players

I am beginner at this game, ans read some rules, and i know how to report with /vote offender, and I think that command is not working for me, one player was sabotating in our, he used twins and he was pushing our team, so i reported but nothing happened, i think its not working, and on loading screen it says, report offenders with /vote and moderator will come to rescue, but he didn't, the player continued sabotating. What was wrong?

25% of the players or more in the battle needs to report the same person. Only after that, a moderator will come to watch the battle and punish the violator (if the violation is detected)

i canmot record i don' t have camera, and i cannot download screen recorder, because my computer does not support any of those applications, so i'll take picture next time

Even better if you record and upload it on YouTube and then post the video link in "Game Violators section, I'm telling you this because most of the time screenshot isn't enough proof.

U will need to find someone on the highest rank because when I saw someone swearing a player came and said this ( swearing is against the rules and it means some sexually word) I forgot the user name I have seen several of them say that and they got block for 23 hours and 59 minutes.
