A third party link like this is allowed. When they say that 3rd party links aren't allowed, these are regarding 'cheat websites', sites proposing free crystals and sites carrying viruses and other dangerous software. 

I don't see any point in having a separate website though. Why not just have a page like this where people can ask you questions in the forum?

There isn't much point in a Q&A page like this. There is the FAQ and many, many other helpful players in this game willing to answer questions.
