In the easer maps the flag would be at a higher point with little obstacles. In the harder maps they will be at a lower point but with more obstacles. Then the hardest maps there it will be in a lower pint with obstacles like buildings and the wall. The planes will be able to capture the flag too.

Tanki Online will never have air vehicles.

1 & 2 is not the kind of gameplay for TO but the third idea of yours will make it even more hard to cap a flag

No! Bad idea. I think tanki can be improved with special maps where players can find special traps and vulcan turrets that shoot all players. But tanki is tank-i, no helicopters, no planes, no stuff like that.
