There is no way you made that on paint.  Would take hours without layers.

The layer is locked, not the pixels, so I can edit it but not he position of the picture.

 

 

If you think I didn't do it, explain how I used the spray paint tool in paint to spray a bunch of colors, smudged them in Photoshop, used the oil effect on them, and then did some swapping to make the paint a bit more diverse :mellow:

That clearly shows he founded that book cover background and change around appearence. 

In spoiler it clearly shows he directly open that founed picture and opened in PS just to show he made in PS

 

 

 

 

 

Mr.Weirdo, after I finished I re-opened picture again to get a screenshot   -_-

And i didn't even care if i should make layers again or just get a fast screen, Read rules.. You have to get picture of the software u used, not while your working on.

DO NOT accuse anybody untill you have SOLID PROOF, (it is not fair on the user who submitted the paint as it could harm his reputation for no reason)  you can suggest that the image is not thiers so competition judges can verify for them selfs. Your wording (I quote) 'You did not create this image' suggests that you have solid proof, If you do then upload it and if correct the person will potentially be disqulified. The image being just a background does NOT mean that the entry has not been created soley by the user as the user could have merged all the layers together to create the final image.
