I think the proposal is suggesting there are other alternative keys to the ones the developers provide.  Ideally, the ability to assign keys of your choice would be best. 

 

For example, I would like to reassign the z x c turret rotations to 3 4 5 keys so my left hand can comfortably control the turret (numerical keys at the top of the keyboard) with my left thumb on the fire spacebar, leaving my right hand on the arrow keys to drive the tank.  I have no doubt that many people would hate this configuration, but if user-assigned keys were available they could have a layout which suits them.

Patch Update #437 has introduced Custom Controls to the game, allowing you to change the firing key.
