Is Hallowe'en a religious festival?

This is an interesting dilemma that has come up in discussions. Halloween used to be a Pagan festival from a very long time ago. Nowadays, it appears to have turned in a nationalised festival of all things scary. So, my question is, would still class Halloween, in today's form, as a religious festival?

Halloween is definitely not a religious festival. Halloween is the eve before All Hallows Eve, which is a christian festival.
