This compition is a once in the life time  in every year this compition is going to be there and this is the compition to become off topic discussion king .And there is going to be 1 winner and he or she will get a chance to become a forum off topic discussion modertor but i am not sure guys. but the game is so easy start a topic in off disucion and the most view topic will be the winner only the rank will be started in rank of captain to generlissmo only group of advanced and general can join no modertors. And if the adminstart accepted to the winner to become off-topic modertor  you have to do the apilication in forum modertor place and no matter what they do they will accept

It's a good thing that you want to have a competition to make out who's "the king of the off-topic discussion", however, there are a few things that seem pretty unclear to me and probably to every one else too:

 

- You want to select a 'winner' based upon the amount of views on their newly created topic, why is that? I suggest something like "Who can create a topic that is most off from TO?". (More on that later)

- The "Reward" you want to give is something you can't give.

- Your English is so bad that every above post is about it.

- There is an ingame rank restriction on something that is only about the forum.

- Your application form makes no sense at all.

 

Although your post is terrible, I like the idea and want to help you (this 'competition' rather), I suggest re-listing the 'rules' (the goal), to something that does have to do something with "off-topic" (such as the above said 'most off-tanki topic'), otherwise you could better name this 'competition' "forum king", simplifying the 'application form' and adjusting your 'reward' to an enlistment in your first post, which is something you CAN give.

Maybe you should contact them before making this kind of 'compition'. How do you know they'll accept you if they win?! If players want to become a Forum moderator, they all have to apply for it, without any advantages because they won an unofficial 'compition'.

All players can already create any topic in Off-Topic Discussion, as long as it doesn't violate the Rules.

 

If you want to create a competition in the future, I'd suggest you to contact an admin before you actually start it to avoid disappointing participants if you have no allowance to give them the 'prices' you mentioned.
