Vulcan or at least it's OP punch. It tosses light hulls around like leafs in the wind. It should also have an effective range, it shouldn't be unlimited. The same goes for rail.

Hammer. Too much like Smoky and Thunder. It's got middle child syndrome and a ridiculously low usage rate already.

 

If you ask me (and you haven't), a couple of hulls could go too. Titan and Mammoth could be merged into a single hull. Hunter could vanish completely with Viking becoming the game default tank with a bit of a speed boost.

 

And Dictator could be replaced with a big bullseye at the center of every map :/
