On Internet Explorer, try, Tools > Internet Options > Connections > LAN Settings > Untick the third box.
 
If this doesn't work either, please follow the steps mentioned in the spoiler:
 

I would suggest you to run Network troubleshooter, it will automatically troubleshoot the network problem and check. If it helps.
 
Method 1:

•  Press Windows + X keys on the keyboard and select Control Panel.
• Type Troubleshooting in the search bar on the Control Panel.
• Click on View all on the left navigation pane. 
• Click on Network troubleshooter. 
• Click on Advanced on the Network troubleshooter dialog box and click on Run as administrator (Enter the credentials if required).
• Click on Next and follow onscreen instruction complete the Network troubleshooter.  

If the issue still persist, try the below method.
 
Method 2:
I recommend you to uninstall/reinstall the network adapter driver and check. Follow the below steps:

• Press Windows key + X and click on Device manager.
• Locate for Network adaptor and click on it expand it.
• Right click on the device and click on uninstall.
• Once you are done uninstalling the driver, restart the computer. It will automatically install the generic network adapter driver.

If this doesn’t help to fix the issue. I suggest you to update the network driver. Skip step3 from the above steps and right click on the device and click on update.

Enter into the Safe Mode with networking to check if the downloading works. http://support.microsoft.com/kb/929135
Run the following commands in an elevated prompt;

netsh int ip reset
netsh winsock reset

When you download via Internet Explorer, click Tools - Internet Options - Advanced Tab, make sure you check "Use Passive FTP".

I'm aware of that. He should try to access a Windows computer and follow the procedure I mentioned above - it seems like some of the pages such as the Wiki have been automatically denied access. This happened to me a while ago, and I fixed the problem by following the above steps.

I'm still unaware of any problem on my end or Tanki's, but I guess only time will tell.

If you mean the game as a game yes - but can't re-enter the battle. I used to play on it because it's the best client to play Tanki on, no bugs, no keyboard lags. Playing on browsers, it either lags like a hell (FPS) or has keyboard lags (keeps turning turret even after releasing the spacebar). TODC I hate too. It completely feels different than on SFP (Standalone Flash Player).

 

Return ability to re-enter the battles when server crashes, it's impossible since the United Battle List.

You do realise we get the information after it goes public, right? Sergei is still settling in so doesn't have a Wiki Account himself that he actively uses, so if you're waiting for new modules, News + Announcements is the better place to check. :D
