Adobe Photoshop is the most popular and useful editor, you can download the FREE TRIAL HERE or buy it, 

Here are some other recommended photo editing software:

Adobe Illustrator  

GIMP(Free)

Inkscape(Free)

 

Obviously the paid ones are a lot better so either try them out on the trial, buy them, or use other means of obtaining them.

At best this only reduces the list of choices by one or two entries (ie GIMP). It still isn't enough information to make a good suggestion as there are many modern editors and they're all fairly easy to pick up.

Photoshop for ease-of-use, great for beginners. 

GIMP can do more, but it is harder to use and learn.
