if i see something related to tanki in movies or some non-tanki ,random videos,can i screenshot that moment and send it or ONLY real life photos are allowed?

Nope, only pictures made by you

You are not obliged to appear on the picture ie you could create paper tanks and put them into funny situations..

I know how it feels to invest heavily on a contest and not to win, I've been through this when I was younger.. I believe that even if your work is not considered as the best, it still deserves to be rewarded when the creator deeply involved himself into the contest.. ;)
