System Requiraments? Are they reall?

I have FPS on low settings like 30-20, sometimes i get like 20-10 without reason so i would like to get help i read almost all topics about this before and still no help so please don't remove this.. I said no reason cause i have normal notebook and here's are my specs:

 

- Intel Pentium Dual CPU T3200 @2,00 Ghz 2GB AND 32bits

- Graphic Mobile Intel® 965 Express Chipset Family 365 MB memory in graphic card

I should get more then 50FPS with this specs? What is wrong.. here is more info

 

My computer is clean, there's only 1 program that i use that's Photoshop CS6 and it's 100% clean! Also i have Windows 7(not professional)

Before 2015 Tanki run smoothly i had used dynamic lights now i don't even see option for more deatils( Graphic Options ) also other Topics before didn't helped. And i think are system requiraments in Tanki reall? ;)

System requirements for Tanki (recomended):

 

Processor: Intel Core i3-i5, or other processor with clock rate over 2.33 GHz.
RAM: 4096 mb.
Graphics memory: 1024 mb.
OS: Windows XP/Vista/7/8/10, Mac OS X 10.5.8+, and Linux.

I think the reason for the low FPS is more than obvious
