Stars form when enough dust and gas clump together because of gravitational forces. Nuclear reactions release energy to keep the star hot. Planets form when smaller amounts of dust and gas clump together because of gravitational forces.

A star is formed when a large clump of fusible material (a Nebular) begin to collapse together. Eventually, the gas and dust cloud will coalesce together. As it becomes denser, the temperature also increases to the point of which nuclear Fusion can be achieved. There's the star.

well, technically, it's not burning and when they do 'burn' other gases, it's because the Hydrogen has almost been completely exhausted and has been fused together to make the gas. Also, sometimes, they aren't gases at what we call room temperature. The fusion process can fuse together elements up to Iron although sometimes, a microscopic, trace amount of other elements (such as the Lanthanides occasionally). 

 

Note* In a star, the core is entirely plasma (atoms stripped of their electrons by the massive heat and pressure).
