how they are being counted? per week/per month /per...?

Per every hour that they play with a certain turret I presume.

Its counted From beginings of stats.

When stats was added they started to count drugs/hulls and all that.

As said above, the time displayed is the total amount of time spent playing with that particular item, since the beginning of statistics collection on the 23rd of October 2015. People have different lives and some have more free time than others, so having a player with 600 hours spent playing a single turret is completely possible.
