I did it, he later edited too, so edit author changed but reason stayed.

Because players firstly don't need it, and secondly will abuse it

Yes, only moderators and administrators can do it, to show why they edited someone's post (to prevent tons of PMs from players asking why their post was edited)

Besides the fact that the GIF and the vid are unconnected, I think the vid itself must be a fake. In the beginning, the guy who is taking the vid is a Generalissimo, he ranks up to a commander, and then he is still a Generalissimo. Also, the graphics for the 'ninja stars' that the mysterious tank shoots have a horrible quality. In my expirience, if tanki does something different, they do it well. Look at The Game. If the vid were real it would look much better, it would not look like something russian coder made in his mom's basement.

 

UPDATE: Found the GIF in the russian forum creative league. The author himslf clearly states that it is fake.
