Will Russia call you in the U.S or you in the U.S call Russia? That's what your email is for. Besides, how many people know your phone number? With email, you can make up a dummy account (a real account, but one you don't or rarely use) specifically for account recovery and don't tell anyone you have it. It'd be difficult to make up a dummy phone number. 

 

For instance, if you use your cable provider's email address, you can go to gmail, yahoo or any other free email provider to make up your dummy account.

Develops better security of your account. But if you think about it that way, there are so many other ways of securing your account which are much better, so I think this will just make everyone carried-away. To one point I can see people suggesting attatching your own address to the account, lmao.

That's actually cool, many people forget their linked e-mails so the phone recovery would be much easier and better, it's 2017 so it's impossible for anyone to not have a cell phone nowadays. But this has been under review for one year which means it will never be implemented. :(
