Im pretty sure I know the answer but to be sure:

 

For example, if i were to buy all micro upgrades for smoky m0, would the total price be equal to just buying m1 smoky?

No it will cost at least twice as much as buying it when you get to the correct rank

Go to wiki and add it up your self.  You can do this for any weopon.

I added them up and it turned out to be around twice as much, just wanted to make sure it wasnt human error.

A little tip: Upgrade your turrets/hulls/paints at m3 you need to save crystals for your garage

As said above, buying full upgrades for any weapon is a lot more expensive than waiting for the next modification to unlock and buying just that.
