That record becomes impossible to obtain if you didn't buy ALL equipment from M0, to M3 at some point (including each M1 and M2).

It seems a bit of a silly achievement now that the update only allows for a best M to be bought, only a hard-core buyer will get all M1/M2 now. :/

Yes, that is the case. Achievements in this game are not meant to be fully completed. It's basically impossible to complete all of them on a single account, so that nobody will ever reach the maximum development stage in the game. It has been made this way to avoid the situation we had before, where thousands of players reached the maximum rank and had nothing special to show off, nothing to strive for in order to be better than others.
