RULES only accept videos made in battles as evidence still relevant?

Today I try report a player from server chat because I suspect him MULT, and of course I have answer "We only accept videos made in battles as evidence because videos made "outside", i.e. in the server chat, do not provide enough information on what the player was doing in the battle" 

 

 

I know rules video report but I want explained one thing, before I record I was there (join battle with red team) I try record during battle but my computer not good enough, I only have old computer with low specification core 2 with RAM 2GB so when I record of course my computer starting slow and getting lagged, and other player from my team start bullying me, ask me to leave from battle, call me MULT because I'm low contribution for my team, I dont want have any trouble and do not want make my team lost battle because I have low contribution so I leave the battle and record my video from server chat... yes I'm low contribution for my team because I'm busy to try record, I'm busy to found in the map try looking where he hide, and if the mult player getting destroy its mean I must found him again from another location,, OMG developers rules so waste a time and not simple.. how player can focus to the battle if player have a job from developers must  record video during battle, developers need change the rules if player have a strong evidence "why so make complicated if there was an easier way"

If developers do not want fleksible I think other players lazy to report, don't care anymore because why I must send report if developers make all very difficult, developers need have respect to players when player want report suspect cheating because player care with tanki online and developers must remember not all players have computer high specification, not all players have good internet connection, and don't forget sometime lag not only come from player because lag can come from developers side
