You can report chat violations here: Chat Violations. But, please do not report flood, because the section is reserved only for major chat offenses.

Neither our moderators nor our administrators can watch the in-game chats 24/7. They do their jobs during specific times, and because their time-zones are different, these times vary. The solution to your problem is to report chat violations using the Chat Violations section. Sooner or later, when they are on duty, they will deal with your report according to the Game rules.
