First off, there no head forum that talks about rules for the forum. It took me A LONG time to realize, I could not comment on forum til I reached certain rank. Someone had to tell me.

 

If they have a lead thread in General or something that explains the forums rules, like when members are able to comment for instance, topics like my NEXT question would be guided more easily, and other's would not have to ask!

 

Why can I NOT start a NEW thread for new IDEA on "Ideas and Suggestions" in General? 

 

I been able to comment on other topics started by others, but I want to start my own thread... 

 

Please advise!! Thanks.

I do understand your issue though, the wiki won't be the first place you'll think of to look for information on forum restrictions. 
I will pass this on and see if something can be done about it.

Yes, there are rules at this Forum. Every Forum section has it own rules and there are of course Game rules

You already gave an answer to yourself. And that answer is Changes in forum permission sets

 

With you rank of First Sergeant (). You can leave comment in all sections of the forum and you can create topics and comment in sections Problems and Solutions and Violation Reports

 

But, to CREATE a topic in a section Ideas and Suggestions, you need to be in the Advanced group.

 

Advanced (from Warrant Officer 1 to Generalissimo) — can create topics and leave comments in all sections of the forum

Even I have suggested the idea of an introductory thread multiple times but it hasn't really come into effect. These sort of topics existed in the old FAQ section of the forum but it was removed to keep all resources concentrated in one place, that is, Help Site . I do understand that it's a but unnatural for people to search help site for questions regarding the forum but as of now, it's all you can do.

Actually I got a similar idea.How it works

When trying to post but not log in It is written log in to post and instead of it it could be "Press here to log in and post"

When trying to post but low rank "at least or higher to post"

When making a Clan "You need at least 8 players or more to start or else it will be rejected"

When making a Club "You need at least 4 players or more to start or else it will be rejected"

It can be implemented in different areas , it could be done by a simple bot who pop up with a notification every time.

At first... I was CONFUSED!! Thinking, "What the heck he talking about??" 

But than I realized...

 

He's suggesting that the FORUM relay those messages on screen in those respective situations... 

For instance, in the beginning, when I first started this Forum, I think I just came into ability to Post, and was referring to the times before I made rank, when I tried to post, and I could not, as it kept refusing to accept my thread post... I had to search HIGH and WIde for a solution. NOW I have found one, so THAT is not the issue any more!! I learned, but had to go through a lot to figure it out!!

What I.Hax is saying... When I first tried to post a thread... Maybe it should of displayed a message

immediately on same screen same moment that said something like "( you need) "at least or higher to post" " 

and when trying to conduct one of those other tasks, but can't, post similarly respected message brief explanation why... 

 

AND THAN>.. for those who may have further questions to why, even say... Please see ____ Rules or something, like they do in tankionline game lobbies while chatting, I see people getting suspended and banned for many reasons, and it says why, and references Rules link as well... So same here... Try an action, fail, get error message alert with link to that specific rule code!!

Keep in mind that the forum and its functions aren't at the hands of mods, admins or even developers to freely manipulate. A different company created this forum engine, so we can't just add anything we want to it. Some of the ideas you're suggesting here are very useful indeed, but it may not be possible to implement them due to the limitations I explained above.
