No, the violator no longer sees the report. This was changed relatively recently. As far as I know battle mods will try to follow the violator even if he leaves.

I was watching the video on how to report a violator in battle.

 

Does the violator see the report? 

 

If the violator leaves the battle, then the report is null and void?

 

If a battle has room for 10 players on each team but there are only 4 on each team and my team has a mult. The mult probably belongs to the other team. If no one on the other team votes, then that leaves me and my other two teammates. If my teammates vote, is that enough for the vote to go through? 

I believe so. EDIT: ThirdOnion corrected me. The violator will not see  it.

Not if you take a video of it. The battles mods are there to help if the mult continues to be a problem, but if he leaves he wont necessarily get off scot-free if you got a video.

I think 25% of the people in a battle have to vote, so 3/8...Yes, your report would go through.

I have some videos of hackers that I'd want to upload here. The only problem is where I live, internet is limited so it's a bit..slow, so uploading on Youtube would take roughly four days. So do any of you know an alternative way of uploading a video to Tanki forums?

There is no other way to upload unfortunately, any upload regardless of where it is will be dependent on your internet speed. Moreover battle mods only accept videos posted on YouTube. 

 

I think the best thing you can do is try to compress your video file using Handbrake. It will allow you to compress the filesize sometimes by up to 10x which will make it upload faster. Once you're done just make sure that nicknames and all the necessary details are still visible.

I thought there was some sort of fee you had to pay for uploading to YouTube or have a subscription or something like that.

1. Wrong, thats not the case.

2. Correct! First you need upload video on Youtube and then post the video in Game Violation Reports. 

3. No, there is no fees on uploading videos on Youtube. You can upload for free.

There is no other way to share the video in forum without uploading it first, so that's why you need to upload it in YouTube first and then make topic in Violators section with the link of video.

In addition to what @ThirdOnion and answered you, there's another possibility. When at least 25% of the players in the battle have voted the violator, the battle will turn yellow for the battle moderators. When the violator leaves the battle before a battle moderator sees the battle turn yellow, the battle will turn its normal color again. So in that case the violator will get away with it unfortunately if you haven't recorded him/her.

Even if you're below the minimum rank requirement for purchasing gold box supplies in the Shop ( Warrant Officer 1), you can still drop them in battles if you acquired them somehow, like through container rewards for example.

Through contests is another possibility- the TTC gives GBs out, and you get them whatever rank you are.

Yup, there are plenty of ways for getting gold box supplies for free (regardless of your rank) - be it through container rewards, promo codes, contests, and so forth.

If you fully micro-upgraded an M2 turret/hull and your rank is Marshal or higher, you can get the M3 (visual) modification for free if you want to, but the stats remain the same in either case - it'll only allow you to continue micro-upgrading it until it's M3+ / "M4".
