see tanki he did open my acc i dont know from where he got my pass and he was jumping infront of us cheating when i open my acc i found all my friends gone and the only friedn was him and every time i play i see him in the battle i play and he is not my friend how is that and he tries millions of times to add me to friends

If someone has hacked your account, it is wise to change your password and e-mail address. 

As for the player following you around, do you always play in the same server? If that is the case, he could just go to that server and easily find you. Try playing on different servers and do not decline the friend request (don't accept either), that way the player will have to put in more effort to send another request. Unfortunately, adding the player to your blocklist, will not prevent them from sending a friend request.
