Your internet connection or the server from Tanki Online. But ping does not stay at one place. It goes up, goes down, and sometimes is the same for a few seconds. (In my experience anyways) Try checking your Internet speed. http://www.speedtest.net/

I am NOT a programmer, just a child, but:

 

This high ping is mostly caused by bad connection between you and the TO server. We have some cases:

- TO server can not deal with so much requires that come from the customers (this case can be caused by a virus against Tanki Online)

- Your modem/wifi has some problem and the data transfer from you to the server is unstable. 

- Your internet provider has some problems, so it can not keep up your connection and some data is being lost or being transferred slowly. 

 

You can do something only in the second case, especially resetting your modem/wifi, move it to a better place for connection, reinstall internet drivers on your computer and so on. You may ask a qualified specialist about it, because such noobs can misinform you and make a big mess.

Hello If you get 999 ping only in RU1 it's because the server is loaded , If it happening in any server , Disconnect your Internet router then wait 2 minutes then Return the router back. Do that few times , If you still have PING problems you should talk to your Web Company.
