Please don't spread false rumours and make assumptions. There are a lot of factors in battles (MUs, supplies, lag, etc.) which may make it seem that another player has an unfair advantage. If you want reliable results, you can test the damage and armour of different equipment in a private battle without any outside factors affecting your results, but I can tell you right away that there is absolutely no difference between the upgradable parameters for Russian and international players. There is absolutely no reason for developers to intentionally give Russian players an unfair advantage.
