Please can you help me by searching deep online for a Windows VistaPE .iso file.

"Many people do that" doesn't magically change something from illegal to legal. ".iso" files are copyright-protected since they are owned by their creators / developers.

 

Downloading any ".iso" file (i.e. a game .iso file) is illegal UNLESS you already own a bought copy of that game.

In your case, if you do not own a copy of Windows VistaPE, you are not legally allowed to get an .iso file.
