if you have enough crys to buy thunder m3 at next rank go for it, or go for smoky. But if the garage you mentioned is m2, then wait to do something m3 dont waste crys on more m2s

twins has worse range, has a limited use (it's effective in less maps than thunder, which is more versatile), has a slow projectile speed (making it hard to aim and hit targets especially at range), may get boring to use, doesn't have splash

 

Twins can be better than thunder depending on the he situation, but I think thunder is better generally
