What to buy? Which is better?

If Vulcan and Dictator are your only M1's, you should get another M1 turret and M1 hull first. Preferably they should be different 'types' of equipment, meaning that your turret should be medium or short range since Vulcan is long range, and your hull should be medium or light since Titan is heavy. Ricochet and Hornet wouldn't be a bad combo, and neither would Hammer and Viking.

Okay, I doubt M2 Vulcan is able to last until it's M3 version.. Should I MU it heavily to last until then or how long I will be able to use it effectively (Clean without MU)?

I have just saved enough to get Vulcan m1, storm and Dictator m1 on September sale. Should I focus on getting another m1 such as thunder or twins or start saving for m2 Vulcan/dictator m2 immediately?

The Tornado kit contains m2 equipment and a nice paint, Spark. It's better to get m2 equipment first instead of buying multiple m1 weapons/hulls. The kit only has a 35% protection though, so it might be better to buy the parts of the kit separately or when you're lucky, you can buy the kit with an extra discount on Railgun/Hornet/Spark when there's a sale.

I have firebird, shaft, hornet, and mammoth M1.

Thunder M3 needs MUs to be good. Reload speed and damage should get major bumbs, and then it will be unstoppable. You should also have Cedar/Rustle/Emerald and a medium or heavy hull to round out your combo.

Only about 5 or 6 ranks beyond when it unlocks. After that M3 hulls become available and it's potency drops until you can get Vulcan M3. A couple MU's never hurt either, but you shouldn't dump too much on Vulcan M2.

It's difficult to compare a weapon and a hull. It might help if you gave us some more information about your garage. Which weapons and hulls do you already have and what modifications are they?
