Even if you're Legend 69, you won't have all the achievements. Because there's a Legend 100+ and even he doesn't have all. Besides, there's Tanki Records to go for.

Keep in mind that he'd have earned a heap of crystals prior to ratings update. Regardless, buying is pretty much the only way to even get close to completely "finishing" the game. However, Tanki keeps releasing new features which can be achieved. Getting every turret, hull and module fully MU'd will take an overwhelming number of crystals. Not to mention buying all the alterations and paints.
