Are you talking about

1) a private map (players upload an own map = not a good idea)

2) or about a special kind of a private battle (that works with all maps = better)?

 

Who is allowed to can create those battles, how do the other member find to this battle?

 

Actually, what would work nicely in this situation would be given that we're talking about practice, all equipment was re rated at say m1 so the old hands can help out the newer members without 1 shotting them unnecessarily.

To rate-back your equipment to a lower modification (M-level) is alpready part of an other idea :)
