The matchmaking system will only be for non-PRO battles. There are also plans to remove the PRO pass completely when matchmaking is implemented so you will be able to create PRO battles without it.

Basically, players will be separated into groups based on (I think) their rank, then dumped into a battle. Its a little bit like when you press the Battle button, except you join a battle as it starts, and it wont start until its full.

I've played Tanki X and I must say, that is one of the most horrible games I've experienced. The matchmaking in that game is horrible, the drugs last for like 5 seconds (I don't know how supplies work in that game). The design is awesome for sure but the game is really bad, they tried to make it better than TankiOnline but failed miserably. Nothing can top TankiOnline as it is an original game. But I like the fact that you can buy to change colours for railgun shot or twins.
