Slight change to repair kit

I think it would be a good idea to repair 50% of tank health, so drugging hornets can not replenish full health and get enormous amount of kills. More players will use heavy tanks, which are used much less than light and medium.

I think the repair speed should be increased and that it takes the same amount of time healing no matter how much armor your hull carries. Basically, the heal speed should be the time it takes now for a 1 health m1 hornet to heal up.  So, yes, a stray twins shot can stop your heal but you will have more HP healed than before.
