So this is what has came to my mind recently, letting banned players create battles such as parkour and etc, and I would like that since if people get banned and they own a clan or parkour team or something they should be able to at least create a battle if not chat then at least create a battle

Not being able to make battles is one of the intentional punishments of a ban. If you don't want to face the inconvenience of being unable to create battles, make sure to not break any rules :)
