I think that the so called "noobs" always take the repair kit if they have full health, especially if they see YOU, who has less health. So I suggest that you shouldn't be able to take a Repair Kit Box, just like you can't use your Repair Kit Supply when you have full health. Doesn't it make sense?

Taking the repair kit is sometimes a task in daily missions and, more importantly, it's a valuable strategy when facing an enemy. It's better to take a repair kit while having full health than to let the enemy take advantage of it, so it would be bad to remove that strategy.

I'm playing 1 vs 1 with drugs enable and I shot my opponent 2 times and he would die in my last shot. The repair kit is dropping so, I need to secure from him.. So, should I do STG with it or take it instant ?

Yeah, but as I said, I was mainly thinking about the people who have full HP and don't even need a Repair Kit when writing this.
