Picture is not really copyrighted, so using it does not break any law. It can only be taken down. The creator of that image is helpless and cannot edit the pages outside of his reach neither fill a copyright complaint. Threatening with reports doesn't really help, report it right away if you think something can be done.

Actually, each picture is the property of the artist who made it and must be asked and credited unless stated otherwise. Think of it this way: You have this really great invention + proof that you had the idea, but someone else produced it before you could. You can sue the person and they will lose the case 100% of the time if your proof is legitimate. 

 

There are holes in the above analogy, but I made it on the fly.
