Developers left them to unlock at different ranks on purpose. It adds a bit more excitement for every rank, giving players something to look forward to other than the crystal bonus for every new rank they reach. having all modifications unlock at once would limit that aspect of excitement to 3 ranks - only 3 times throughout the player's whole career.

also some turrets and hulls are just much stronger than others , weaker turrets unlock first while stronger turrets unlock last.

yes ? unlocking something new each rank? from like last m2 unlocked there is like 7 ranks at least till you can purchase m3 -_-

nope , not 7 if you consider kits.

Smoky M2 unlocks at the rank Colonel , marshal (when all M3s unlock)  is only 5 more ranks away 

so -2 ranks for M3 kits and you end up with only 3 ranks of difference between the last M2 unlock and the first M3
