A Special Test Server where mapmakers will upload their maps and players can test the maps.

That would require Tanki to spend valuable resources it can't afford to waste. Running and maintaining servers is not a small feat. It requires a lot of money and resources dedicated to it. Moreover, given that you require direct access to many control panels in order to implement a map into a server would mean that normal players would need access to important areas of the server, which is too much of a security risk.

However if you still want to share maps you've made, check this topic.
