Are my Mu's supposed to fail or not?

Nope, micro-upgrades cannot fail (unless there's an issue with the game), as it used to be possible when the MU system was first introduced on the TO test server back in 2013. You pay for a micro-upgrade - you get it (it's just that there's a certain delay time before the micro-upgrade you've paid for is applied to the item that you've micro-upgraded (unless you speed up the delay time, which of course costs crystals)).
