Well, well, don't we all hate mults?  First, they're always ruining your game by making it perfectly hard to have a balanced team.  And second, even if we vote them out, the MM system has to go get more people, which might be mults.  So, if you finish a battle and you do absolutely nothing (that doesn't apply to people who just came in), you are not allowed to enter MM battles for a brief period of time or put into a training session so you don't ruin other's games.

Actual "mults" will always do something be it getting 1 kill or even healing someone or perhaps even getting a score for a kill. Then there are those who join the battles as you mentioned and has been there for 1 or even perhaps 2 minutes depending on the map and how strong the enemy is so they might not get much score or even be spawn-killed and once the battle ends, what you suggested will also apply to them even if they were trying to play but simply were nubs or weak players so unfortunately it won't work and needs a lot of improvements. 

 

For now, I would recommend you to either record the battle, report in the Forum or use the /vote nickname option, you can also click on player's nickname too. I personally don't think this issue will be improved but I hope they do, same for the anti-cheat system. Those 2 need a lot of improvements if not more.
