Because since m3 shop kits can be unlocked at brigadier, it's been harder for non buyers to compete with players of same rank, and having individual m3s being unlocked at marshal doesn't help.

Well, the point of them unlocking at Brigadier rank was because of what you've said and in order to make those who want to spend their money on the game spend on it so the individual M3 equipment unlocking at LG general will destroy the idea or purpose of them being unlocked at Brigadier rank for buyers. This kind of thing is unlikely to get an update. But now that tankoins have been released it's pretty much declined, because the obvious buyer advantage is technically gone since you can, in theory, buy the Shop kits at Brigadier without paying.
