Personally I do not understand where are you going with this. Most bigger helper departments have 2 admins so that the work they do can be distributed. Most admins still do their regular jobs and on top are managing the teams under them, so having two people is definitely a necessity to keep up with the workload and have someone else to take control when the one of the admins is currently unavailable. 

 

Also I do not see how number of admins is related to the game working or not. Admins are volunteers, so they do not waste any financial resources of the game. Since admins get only the virtual goods which the company can frankly distribute infinitely, the number of admins and helpers is not affected by game being less popular, or broken.

I didn't say the number of admins in this particular section is affecting this game negatively, I said that I don't see this doing the game any good with one more admin (not trying to personally attack anyone in any form whatsoever) for the newspaper? if that makes more sense?

Newspaper Admins don't relate to game-related work. It isn't as if a game developer left all work and became a Newspaper Admin. Just that a Reporter got promoted to the post of Admin to be able to further assist in the field.
