Following this tutorial should help you with your problem:

  • Go to your device's Settings
  • Find the "Apps" settings
  • Find Tanki Online
  • Navigate to "Storage"
  • Choose "Clear Cache"
  • Delete the TO Mobile App
  • Download the app again

Regarding the problem with accessing the website, this should be fixed by clicking the "Advanced" button, and pressing a button that says something that "Access the website anyways." This occasionally occurs when you are on cellular data and attempting to access a website.
