If you own a topic, you should be able to block certain players to comment on the topic.

The forum is a place of open discussion, so we cannot allow players to heavily moderate their topics and potentially abuse power. This is particularly important in case of large popular topics used by many players regularly, in which case I personally think the topic starter shouldn't even have the ability to hide the topic they made.

Posts will only be removed, and users prevented from posting, if their content violated actual forum rules. In that case you should report the post and one of our moderators will deal with it.

But what if the comment is against the rules of the Topic (I'm referring to Forum Games, more precisely)?

At lest then the Topic Starter should be able to remove the post!

Yes, violation of forum game rules is enough of a reason to request removal of a post.

Having implemented such an idea would increase the number of complaints reaching the Forum Moderators regarding a topic. Some users, not all, would abuse the feature.

Any players reading a topic can flag any objectionable posts by using the "Report post" option on the top right-hand side of the post. I do it every single day.
These reports go to a special place that helpers can see, and the helpers can act quickly (they don't have to scan the whole forum to find it) as there is a enough forum mod around. If the post break the rules it will be dealt with according to the Forum Rules established by TO, the CM and the head of the Forum moderators. This rules have been evolving to cover new specifics and they regulate what a forum mod can do or not do. Forum mods agreed to follow them when they signed in, therefore there are the most skilled and trained to take care of such post. 
Normal player will never get to that level, only a small part, in contrary players would be the ones that would abuse that power most. Imagine that your post is removed from a conversation, so you go complain to the forum mod, in the end it is still the mod to decide, so there is no gain to shift that power to normal player. Worse the player might be tempted to start its own topic in which he will remove the post of others. Results is that you have 2 forum topics of the same topics owned by two humans that cannot and don't want to discuss it together.

Therefore flag post, ignore the abuser and let the helper do the cleaning/blocking/banning.
