Yes, you can use a PC paint app. I have used Paint in Windows 7 to paint this tank picture you see above.

Paint should be the by farthest simplest program to use out there, A helpful tip would be to use the "Paint bucket tool" to fill in the colors since every lines are pretty much closed, Hopefully that helped a bit. Good Luck!

ok so .. is it allowed to add items into the picture and would cut and paste be allowed.. seeing you did allow it in the postcard event ???

still waiting for a response to this question...

only asking cause of the Halloween contest / paint and colour we only were allowed to put designs on the tank and nothing else..
