You're referring to the description of the alteration "Rounds with a thick lead casting lose piercing ability very quickly, but the automated charging machine allows for a noticeable increase in the firing rate." if I'm correct.

This has no relation with the "Armor-Piercing (AP)"  status effect, and it's just a creative way to say "the farther you are from the enemy, the less damage you'll do to them". For example, Thunder Mk7+ has a max damage range of 100m. If you're within 100m of the enemy, you have a chance to do full damage with Thunder Mk7+, which is 1020 HP. With this augment equipped you lose 95% of that range. That means you can now deal max damage of 1020 HP in a range of just 5m. For comparison:
