i was wrong about monte carlo i think.... because carousel was added in 2011, but ctf was added in 2009 as well as monte carlo

No, you were actually right 

"There was an idea to add a race game mode. Mapmaker Avocado created the map “Monte-Carlo”, which was supposed to become one of the arenas for racing. After a while that feature was abandoned, but the map remained. Nowadays it is quite popular among tankers."

And the map was added on 01.10.2009

Update cause' i found out  that a race map was actually created in 2014 for something named" Headspinners Race" and it was inspired from the map Monte Carlo.
