That article should cover most of the things, but here are a few tips that help me:

• Decrease your screen resolution
• Delete useless files you do not need
• Clear your cache regularly

It might also occur because your PC is old.

I get the same FPS in both but you should try each and see what works for you.

Another thing is to always keep the base Settings in the game. (Lowest quality of trees, no lighting, no shadows, ...)

Keeping the visual quality low can help with the gameplay FPS.

I think this because in the past, I increased my lighting and the quality of trees, ... and the gameplay was slower. After resetting the items in the Graphics section of the Settings, my gameplay was a little more smoother.
